I'm not laughing and I'll bet those poor Cubans aren't laughing either.
I think Bush just couldn't get his jollies off anymore by executing all of those criminals in Texas.
Thus, he became president and is now much happier and higher with his new found way of causing innocent slaughter and carnage.
